Fire Protection Regulations for Properties in Forest Areas: Guidelines and Fines

In the summer of 2024, the groundbreaking Fire Protection Regulation will be implemented by the Ministry of Environment and Energy, aiming to safeguard and enhance the safety of structures in forested and other sensitive areas. Under this framework, property owners in such regions will be required to take significant measures to protect their assets, facing substantial fines in case of non-compliance.

Property Owners’ Obligations: Property owners with assets in forested areas, grassland zones, or forest ecosystems must prepare a Risk Assessment Report and a Technical Report by an authorized technical expert by March 31, 2024. Additionally, they are required to submit the Fire Safety Measures Implementation Declaration no later than April 30, 2024.

Fines and Inspections: The Ministry of Environment and Energy has planned random inspections to verify compliance with the prescribed measures. Fines for violations can reach up to €500 per case, emphasizing the importance of full compliance.

Description of Classification Criteria: The classification of properties is based on an evaluation of factors such as the area’s morphological characteristics, climatic conditions, the density of the built environment, and access infrastructure. Risk categories are divided into low, medium, high, and extremely high. 

Preventive Measures: The preventive measures include actions for both passive and active fire protection, requirements for the safe configuration of the surrounding environment, and specified standards for building materials.

Risk Classification Criteria: The classification of properties is based on an assessment of morphological and climatic factors, as well as access infrastructure and the density of the built environment. Risk categories range from low to extremely high.
